The President is Reverend Wayne E. Wicker, Administrative Bishop for the Church of God of West Virginia.

Reverend Carl N. White, Ph. D.

Dr. White has served as the Executive Director of the Ranch since August 1988. Prior to his present position, He served in the Pastoral Ministry for 18 years. He has served as Pastor, District Youth Director and District Overseer.
He has served on the West Virginia State Council, Youth and Christian Education and Evangelism Boards. He is a past member of the College of West Virginia's Social Work Advisory Board.

Dr. White received his Ph. D. in Counseling from The American College of Theology; and in Business Administration from Trinity Southern University. He is a member of the board of directors of the West Virginia Child Care Association, and a Certified Trainer for Therapeutic Crisis Intervention from Cornell University.

Carla M. Torres, MSW, LGSW

Mrs. Torres has served as Director of Clinical Services for New River Ranch Since October 1999. She provides supervision of all clinical and social services, and personnel. Mrs. Torres is also responsible for the development of other programs and services.

Ms. Torres is a graduate of Fayetteville High School and earned a BA in psychology from Lee University, Cleveland, Tennessee and a MSW from West Virginia University, Morgantown, West Virginia. She is a Licensed Graduate Social Worker.

 Chassity Young, MSW,LGSW

 Responsible for admissions and releases from the Ranch, she is the liaison between the Ranch and Department of Health and Human Resources, Juvenile Court systems, and Interstate Placement Agencies. She develops individual treatment plans based on identified needs, and provides supportive counseling for each child in care. She also ensures contact is maintained with relatives and significant others.

Ms.Young, is a graduate of Fayetteville High School and earned a BS in Social Work from Concord College and a Masters in Social Work from West Virginia University. She is a Licensed Graduate Social Worker.
